Born in Kilis in 1881, Âşir Atlı graduated from the War School and the War Academy and served in command roles on the Yemen, Tripolitania, Iraq and Anatolia fronts. In 1928 he again became Commander of the 23rd Division and for a time served as Acting Commander of the 4th Corps. In 1931 he was appointed Commander of the 7th Division and retired the same year upon his own request.

After retirement, he served as a member of parliament for Kütahya from 1942 to 1943, and for Bursa and Gaziantep from 1946 to 1950 in the Grand National Assembly of Türkiye.
