İbrahim Ethem Hacıosmanoğlu (born 21 February 1966; Hayrat, Of, Trabzon) is a Turkish businessman and sports administrator. He served as the 15th president of Trabzonspor Kulübü and on 18 July 2024, following the Ordinary General Assembly elections, he was elected as the 37th president of the Türkiye Futbol Federasyonu (TFF). In his business career, he has been primarily active in trade, construction and petroleum sectors, and in sports administration, he has held various managerial positions at Akçaabat Sebatspor and Trabzonspor clubs.

İbrahim Ethem Hacıosmanoğlu was born on 21 February 1966 in the village of Hayrat, district of Of, Trabzon, as the eleventh child of a family with twelve children. His father is Hacı Osman Hüseyin Efendi, who conducted commercial activities in Istanbul. He completed his primary education and did not continue his studies; according to his own statement, he was unable to learn to read and write beyond the fourth grade of primary school. He began living in Istanbul from the age of twelve.
Hacıosmanoğlu began his professional life in the trade sector and for many years engaged in various commercial activities in organization, petroleum and construction fields. He has stated that he does not operate continuously in any single sector and is not the owner of a holding company. According to his own words, he does not possess a large personal fortune. He married Hatice Hacıosmanoğlu in 1999. From this marriage, two sons, Efe and Eren, and a daughter, Ela, were born. His wife Hatice Hacıosmanoğlu is the niece of businessperson Ali Ağaoğlu's mother.
Hacıosmanoğlu began his sports administration career as a manager at Akçaabat Sebatspor. He later joined Trabzonspor Kulübü and served as vice president of the club between 2005 and 2007. In 2008, he ran for the presidency of Trabzonspor but was not elected. On 27 February 2012, he was a candidate for president of the Türkiye Futbol Federasyonu (TFF) but failed to secure sufficient votes during the general assembly elections.
On 6 May 2013, Hacıosmanoğlu ran again for the presidency of Trabzonspor at an extraordinary general assembly. He received 1,571 of approximately 4,500 votes cast and was elected as the 15th president of Trabzonspor. His first act upon assuming office was to part ways with the head coach Tolunay Kafkas, who had been appointed shortly before him. Following this decision, Mustafa Reşit Akçay, a local Trabzon-born coach, was appointed as the new head coach, and the team began the new season under Akçay’s management.
During his presidency, he made strong public statements regarding the so-called “Match-Fixing Case.” He argued that Trabzonspor’s championships were unjustly taken not only in the 2010–2011 season but also in the 1995–1996, 2003–2004 and 2004–2005 seasons. He accused the president of Fenerbahçe of being a “thief of labor” and declared that his club would seize the 2010–2011 championship trophy and display it on a monument along the Trabzon coastline. He pursued legal action until its conclusion.
One of the most prominent incidents during Hacıosmanoğlu’s presidency of Trabzonspor occurred after the 2–2 draw between Trabzonspor and Gaziantepspor, when the match referee Çağatay Şahan and his assistants were detained inside the Hüseyin Avni Aker Stadium. Following controversial decisions in the final moments of the match and the refusal to award a penalty to Trabzonspor, Hacıosmanoğlu telephoned his officials in Istanbul with the instruction: “Keep the referees at the stadium until I arrive.” In response, club officials began waiting in the corridor leading to the referee room, the VIP tribune’s vehicle entrance was locked, and nearly 500 fans gathered at the stadium exits.
The refereeing team remained trapped inside the stadium for approximately four hours. Hacıosmanoğlu did not answer calls from state officials. At around 3:00 a.m., President Recep Tayyip Erdoğan called him directly and requested that the referees be safely released from the stadium. Hacıosmanoğlu agreed to this request. At 3:47 a.m., following orders issued to the officials, the corridors were cleared and the referees were escorted by riot police shields onto a civilian police minibus and evacuated from the stadium.
Hacıosmanoğlu arrived in Trabzon by private aircraft in the early morning hours. At the airport, he stated that dark forces had orchestrated games against Trabzonspor and that those responsible would be prevented from leaving the city with their heads held high. He declared that he was prepared to “lie in a closed prison” as the legal consequence of his words and actions.
At the elected general assembly of Trabzonspor on 6 December 2015, he lost the election to his rival Muharrem Usta and stepped down from the club presidency.
On 18 April 2024, Hacıosmanoğlu announced his candidacy for the presidency of the Türkiye Futbol Federasyonu. In his candidacy declaration, he stated that Turkish football needed fair governance and that he was embarking on this path with that understanding. He fulfilled all official requirements for candidacy and submitted his application to the general assembly with the valid wet signatures of 72 delegates, which was formally accepted by the assembly board.
During the congress, in speeches addressed to delegates, he emphasized that justice was the foundation of football and that every club would be treated with equal distance. He asserted that Anatolian clubs would no longer be treated as mere figures. He pledged to resolve the problems of clubs and amateur branches through joint consultation mechanisms with technical teams. He also promised that, if elected, he would prohibit the referral of club presidents to the Professional Football Disciplinary Board (PFDK) as part of his effort to establish a peaceful atmosphere in Turkish football.
On 18 July 2024, 274 delegates attended the TFF Ordinary Financial and Electoral General Assembly in Ankara. Mehmet Baykan presided over the board during the presidential election. After the current president Mehmet Büyükekşi and his administration were granted financial discharge, the presidential election vote proceeded.

Ibrahim Hacıosmanoğlu, who competed against incumbent president Mehmet Büyükekşi, received 134 votes from the seven ballot boxes opened, while his rival Mehmet Büyükekşi received 129 votes. Hacıosmanoğlu won the election by a margin of five votes and became the 37th president of the Türkiye Futbol Federasyonu. His term is scheduled to last until June 2027.
The full list of members of the TFF Management Board is as follows: Mecnun Otyakmaz, Bayram Saral, Zehra Neşe Kavak, Lale Cender, Fuat Gökdaş, Cengiz Gökay, Zafer Bahadır Saraç, Mevlüt Aktan, Bayram Akgül, Hasan Surözü, Ceyhun Kazancı, Mustafa Temel Bozbağ, Ural Aküzüm and Bilal Aslan.
In his first speech after winning the election, he argued that the new administration must open its path within the framework of ethical values and called on all subordinate bodies within the TFF (MHK, PFDK, Arbitration Board, etc.) to submit their resignations. Following Hacıosmanoğlu’s election as TFF president, Trabzonspor Kulübü, which he previously managed and presided over, issued an official message congratulating him and wishing him success.
