Lütfü Haluk Bayraktar is a Turkish engineer, executive, and technology entrepreneur. He has managed the product lifecycle processes for Türkiye’s inventory-integrated and internationally exported national unmanned aerial vehicle (UAV) platforms, including the Bayraktar Mini UAV, Bayraktar TB2 UAS, Bayraktar AKINCI MALE UAV, as well as Türkiye’s first unmanned combat aircraft, the Bayraktar KIZILELMA and the Bayraktar TB3 UAS, covering conceptual design, prototyping, testing, production, business development, and training phases.

Baykar, under Haluk Bayraktar’s leadership, has transformed into a globally leading company in unmanned aerial vehicles and defense technologies. He continues to serve as the company’s CEO and General Manager. He is also a member of the Board of Trustees of the T3 Foundation, a member of the Board of Trustees of Cansağlığı Foundation, and Chairman of the Board of the SAHA Istanbul Defense and Aviation Cluster.

Born in 1978 in Istanbul as the eldest son of Özdemir Bayraktar and Canan Bayraktar, he worked on machining tools at Baykar during his childhood, a company his father founded to manufacture automotive parts for local markets.^【1】 

In 2000, he graduated with a bachelor’s degree in Industrial Engineering from the Middle East Technical University in Ankara. He then pursued graduate studies in the United States of America, earning a master’s degree in Financial Engineering from Columbia University in New York in 2002. In 2004, he began doctoral studies in Business Administration at Boğaziçi University.

During the 2000s, while continuing his academic work, he assumed engineering and managerial roles within the family company Baykar, which shifted from automotive parts manufacturing to developing indigenous and original UAV systems.

At this stage, Baykar’s autonomous technology initiatives were still in early phases. The company’s first step into military-grade aerial platforms began with the design and prototyping of local UAV systems, starting with the Bayraktar Mini — a lightweight UAV weighing approximately six kilograms.

Working alongside a small team including Özdemir Bayraktar and Selçuk Bayraktar, he contributed to efforts aimed at developing indigenous UAVs for counter-terrorism operations. During this period, Haluk Bayraktar made significant contributions to the conceptual design, prototyping, testing, and production of early platforms such as the Mini UAV, the Malazgirt Rotary-Wing Mini UAV, and the Çaldıran/Bayraktar TB1 (later transformed into the Bayraktar TB2).

In the late 2010s, as the Bayraktar TB2 UAVs gained prominence in conflict zones such as Syria and Libya, and with the serial production of the Bayraktar AKINCI MALE UAV beginning in 2021, Haluk Bayraktar led Baykar’s operational management, strategic partnerships, and scale-up based on exports, contributing significantly to the expansion of the company’s production capacity and international sales network.

Fully funded by its own resources, Baykar exported to a total of 37 countries as of January 2026. The company also ranked among Türkiye’s top 10 exporting firms across all sectors in 2023 and 2024, and was the leading exporter in the defense and aviation sector in 2021, 2022, 2023, and 2024.

Baykar’s export success elevated members of the Bayraktar family among Türkiye’s leading taxpayers. According to data from the Revenue Administration, Haluk Bayraktar was among the top income tax payers in Türkiye between 2021 and 2024. In the 2024 tax period, he paid 2 billion 528 million 619 thousand TL in income tax, placing him among the top two taxpayers nationwide.^【2】

Haluk Bayraktar leads various management and coordination processes as part of Baykar’s corporate expansion in Europe and international production activities. He serves as Chairman of the Board of Baykar Piaggio Aerospace, Italy’s 140-year-old aerospace brand now integrated into Baykar. He is also among the founders of LBA Systems, a strategic joint venture between Baykar and the Italian defense and aerospace company Leonardo, where he leads the production and development of Baykar platforms for the European market in Italy.

Haluk Bayraktar is also recognized not only for his executive roles in defense and aviation industries but also for his social activities in civil society, industry collaboration, and humanitarian aid.

• SAHA Istanbul: Since 2018, Bayraktar has served as Chairman of the Board of SAHA Istanbul Defense and Aviation Cluster, which he founded. Under his leadership, SAHA Istanbul has become one of the largest industrial clusters in Türkiye and Europe, with over 1,300 member companies.
• T3 Foundation: He served as Chairman of the Board of the foundation he co-founded between 2018 and 2023, contributing to the implementation of initiatives aligned with the National Technology Initiative vision to support youth and technology-focused projects. Bayraktar continues to serve as a member of the Foundation’s Board of Trustees.

• Cansağlığı Foundation: As a member of the Board of Trustees since its establishment in 2022, he supports socially impactful initiatives in the health sector.
• TÜBİTAK Board Membership: Elected to the TÜBİTAK Board of Directors in 2018, Haluk Bayraktar concluded his term in 2025.
• COVID-19 Pandemic Efforts: During the COVID-19 pandemic, which began in 2019, he played an active role in Türkiye’s private sector response. In addition to coordinating efforts under SAHA Istanbul, Baykar participated alongside ASELSAN, Arçelik, and Biosys in developing a domestically produced intensive care ventilator. These locally manufactured devices were rapidly delivered to the Ministry of Health and subsequently donated or exported to countries in need.

He coordinated humanitarian and social responsibility initiatives conducted under Baykar’s umbrella.

Following Russia’s invasion of Ukraine in 2022, a humanitarian and civil assistance approach was adopted to support Ukraine’s sovereignty and territorial integrity. Bayraktar led the initiative to donate Bayraktar TB2 UAVs to Ukraine, funded through global donation campaigns. Proceeds from these campaigns were directed toward humanitarian aid for refugees, medical supplies, and civilian needs.

Following the February 6, 2023 earthquakes centered in Kahramanmaraş, which affected 11 provinces, Baykar provided search and rescue and reconnaissance support using UAVs, established soup kitchens and container cities to address shelter and basic needs, and undertook the construction of permanent earthquake-resistant housing.

Additionally, Baykar has continued social support programs through humanitarian aid initiatives in Gaza, Syria, and Libya, as well as through the Özdemir Bayraktar Scholarship Program.

Haluk Bayraktar has been awarded numerous state orders and medals by various countries in recognition of his collaborations, technical contributions, and institutional capacity-building efforts in defense and security.

On June 15, 2021, he was awarded the Karabakh Order by Azerbaijani President Ilham Aliyev for his contribution to the liberation of Karabakh from Armenian occupation.

On August 23, 2022, he was awarded the First-Class State Merit Order by Ukrainian President Volodymyr Zelensky for his contributions to strengthening international cooperation and supporting Ukraine’s sovereignty and territorial integrity, becoming the first Turkish citizen to receive this honor.

On April 6, 2023, the Ukrainian Air Force Command awarded him the Medal of Mastery, Honor, and Courage for his contributions to aviation.

On April 25, 2023, by decree of the President of Burkina Faso, he was honored with the Ordre de L’Etalon Officier for his contributions to the country’s peace, security, and counter-terrorism efforts.

On September 1, 2023, the Ukrainian Border Guard Command awarded him a medal for his contributions to border security.

On October 18, 2023, Malian President Assimi Goïta awarded him the National Order of Mali.

On October 28, 2023, Kyrgyz President Sadyr Japarov awarded him the Daneker State Order for his contributions to security and technology.

On November 6, 2023, Kosovo Defense Minister Ejup Maqedonci awarded him the Kosovo Superior Service Medal, the highest military honor ever bestowed upon a civilian in Kosovo’s history.

On December 16, 2023, the Federal Democratic Republic of Ethiopia awarded him the Ethiopian Honor Medal for his contributions to enhancing the country’s national and air force capabilities.

On December 26, 2023, Bayraktar was honored by the Ukrainian Ministry of Defense with the Order of Military Brotherhood. On May 22, 2024, the Ukrainian National Security and Defense Council awarded him the First-Class Ukrainian National Security and Defense Council Order for his contributions to strengthening Ukraine’s national security and defense capacity.

On August 22, 2024, Ukrainian Defense Minister Ruslan Umerov awarded him a medal for his contributions to enhancing Ukraine’s defense capabilities.

Haluk Bayraktar’s scientific work focuses on the design of unmanned aerial vehicles, flight control systems, navigation technologies, and multi-UAV systems. These publications presented at national and international conferences contributed significantly to the technical foundation of Türkiye’s early national UAV projects.
