Plant Protection Products Distributor and Wholesale Written Examination (BKUBTS)

Plant Protection Products Dealer and Wholesale Licensing Examination(BKUBTS) is a centralized examination designed to assess the competence of individuals who intend to sell and distribute plant protection products. The examination is conducted to prevent the careless use of agricultural chemicals, safeguard human health, and ensure environmental safety in agricultural production. Candidates who pass the examination are eligible to obtain a dealer or wholesale license under applicable regulations and begin professional activities.

Over the years, the examination process has undergone various changes in Türkiye to bring agricultural pesticide use under official record and to raise technical knowledge levels. Today, the examination, administered by the Measurement, Selection and Placement Center (ÖSYM), covers a broad curriculum ranging from the authorization of plant protection products to their storage, sale and monitoring systems. Candidates are expected not only to possess technical knowledge but also to be thoroughly familiar with current regulatory frameworks.

Participation in the examination is structured as a professional authorization limited to specific occupational groups due to the sensitive nature of agricultural production. To apply, candidates must be graduates of agricultural engineering, chemical engineering, chemistry, or other relevant departments determined by the Ministry. In recent years, new regulations have required applicants to be registered in the Ministry’s system and to have their graduation certificates officially verified.

The examination is conducted using a multiple-choice test format and includes questions that assess both theoretical and practical knowledge.

• Question Content: The curriculum focuses on methods of pest control, integrated pest management principles, and human health and environmental safety.

• Scoring: The examination is scored out of 100 points, and candidates must achieve the minimum passing score specified in the official guide for the relevant year, which is typically 70 points.

Passing the examination is the first step toward obtaining a dealer or wholesale license but is not sufficient on its own. Successful candidates must submit formal applications to the Ministry, after which the physical conditions of their intended place of operation—such as storage facilities and safety measures—are inspected for compliance with regulations. Under the framework of Law No. 5996 on Veterinary Services, Plant Health, Food and Feed, those who meet the requirements are granted a license that is not permanent but subject to continuous oversight.
