Memorandum of Understanding on the Joint Production of the GÖKBEY Helicopter Between Türkiye and Saudi Arabia

Turkish Aerospace Industries Inc. (TUSAŞ), the Ministry of Investment of Saudi Arabia, and the General Authority for Military Industries (GAMI) have signed a cooperation agreement to establish joint production of the T625 GÖKBEY General Purpose Helicopter in Saudi Arabia. This memorandum is the first of its kind to formalize joint overseas production of the helicopter.

The memorandum was signed on 10 February 2026 in Riyadh, the capital of Saudi Arabia, during the World Defense Show (WDS) 2026. The agreement was concluded between TUSAŞ, the Ministry of Investment of Saudi Arabia, and the General Authority for Military Industries. Representing the company at the signing ceremony was Deputy Chairman of the Presidency for Defense Industries and TUSAŞ Board Member Gökhan Uçar.

The signatories of the memorandum are as follows:

• Turkish Aerospace Industries Inc. (TUSAŞ)
• Ministry of Investment of Saudi Arabia
• General Authority for Military Industries (GAMI)

The agreement signed among these three institutions establishes a long-term framework for the joint production of general purpose helicopters suitable for both military and civilian applications.

The signed memorandum encompasses a long-term, high-technology joint production process. Under the agreement:

• Production of the GÖKBEY helicopter according to different mission profiles,
• Assembly activities,
• Maintenance and sustainment processes,
• Development of local production capabilities within Saudi Arabia are foreseen.

The scope of joint production activities and technical details will be shaped according to the military and civilian needs identified by the Saudi side.

According to the memorandum, the Ministry of Investment of Saudi Arabia and GAMI will collect demand for helicopters required in military and civilian sectors. Based on these collected demands, TUSAŞ is expected to collaborate with a local manufacturer to produce the required GÖKBEY helicopters within Saudi Arabia.

The scope of joint production, production quantities, and technical configurations will be determined based on these demands.

T625 GÖKBEY is a twin-engine, six-ton class general purpose helicopter designed for both military and civilian missions. The platform features:

• Capability to operate under high temperature and high altitude conditions,
• A spacious cabin,
• A digital cockpit and advanced avionics infrastructure.

The helicopter has been developed for use in diverse mission areas including military operations, personnel and cargo transport, firefighting, search and rescue, overseas missions, air ambulance services, and VIP transportation.
