Meşrutiyet ve Millî Mücadele dönemlerinde aktif görevlerde bulunmuş bir siyasetçi, hukukçu ve teşkilatçıdır. 1869 yılında Niğde’de doğmuş, adalet teşkilatında uzun süre çalışmış, ardından dava vekilliği ve siyasete atılmıştır. İttihat ve Terakki Fırkası’nda yer almış, Millî Mücadele’de Müdafaa-i Hukuk Cemiyeti’nde ve TBMM Birinci Dönem Milletvekilliği’nde görev almıştır.
