Ahmet Rifat Bey (Çalıka), 1873 yılında doğmuş Osmanlı ve Cumhuriyet döneminde görev yapmış bir siyasetçidir. II. Meşrutiyet’in ilanıyla birlikte Elazığ mebusu olarak Meclis-i Mebûsan’a girmiş ve Cumhuriyet’in ilanından sonra Türkiye Büyük Millet Meclisi’nin I., II. ve III. dönemlerinde Elazığ milletvekilliği görevinde bulunmuştur. Siyasi yaşamı boyunca dinî ve sosyal faaliyetlerde yer almış; özellikle Halkevlerinin kurulması ve halka yönelik faaliyetlerin yaygınlaşması yönünde çaba göstermiştir.
